As others have said, the title of Senior Member is given out to people that the moderators believe (1) behave in a mature and responsible manner and (2) contribute significantly to the Org community. Contributions can take many forms, from creative writing to hosting various forum games to providing consistently useful and informative posts, in whatever forums the person frequents. As a result, Senior Members are people that both meet the behavior standards that the Org values so highly, and help build the community.
Yes, there are many people who fall through the cracks. We only give out about 10 Senior Memberships every 6 to 12 months, and there are thousands of active members here. Awarding this title more frequently would dilute the significance of it. At TWC, there are so many ridiculous titles that they're generally not a good indicator of how well someone has contributed to the forum. Here at the Org, you can guarantee that every single person wearing the Senior Member title is an example of what the Org stands for. When you speak to those people in public or in private, you will always find them polite and helpful. It is not a coincidence that pretty much every Moderator was a Senior Member first.
