Default Can we mod the % of each pip in settlement_mechanics?

I notice when I mod spf_squalor's <pip_max value="1"/> that the squalor pic is 0.5%. Is there a way to change the % of each pip?

How to unpack specific files to they respective folders:
make a new .cmd in Medieval II Total War\tools\unpacker and put this inside after you right-click edit.
    Code:
unpacker --source="..\..\packs\*.pack" --destination=..\..\--filter=[name of file goes here w/o brackets]

I believe those are hardcoded. You can use fractions of numbers though.
