Unfortunately this is hardcoded into the game (unless a script can be initiated but I'm not sure about that).
One way the game allows for it is that if you re-train a unit who have 1 chevron at a barracks with 1 chevron training ability then they will keep the 1 chevron but I believe that there is no way to re-train the 8 chevron unit.
You can modify the buildings so that they can recruit 9 chevron units but this will most proberably unbalance the game and it would mean you wouldn't have any advantage as everyone would have 9 chevron units.
I will add that this is supposed to be consistent with real life situations - if you replenish troops in any fighting unit their average experience becomes lower. The end experience is based on how many new troops are in the unit. You can continue to re-train and then keep on fighting with them and I believe that you will progressively get better troops who will level up with less losses. (I could be wrong about this last sentence - I dont know too much about how this works)

AFAIK retraining keeps the experience so there is no need to worry. Just retrain as normal and the unit will be retrained as an 8 xp unit.
look, I understand about blah blah how in real life if you retrain units they will get an overall reduction in skills, but I want to know how I can make the units in this game retain their exp after retraining.
rolo, I am playing EB, retraining does not keep the exp of the original unit. I guess I wasn't clear in my original post, sorry.
Did you not read what Thor the Bassist said? It cannot be done! He states it in the very first line!
And anyway, if I can remember, experience is tracked per individual soldier and the chevrons you see is the unit average. If you have half strength unit of 2 chevrons, and retrain them so they have a full strength, the average will be 1 chevron in the entire unit - Half will be 2 chevrons, the other half will be 0 chevrons.
But if you must you could also use:

if it can't be done through gameplay, I don't want it. especially what you are giving me is essentially to spawn a 9 exp unit. if I want to do that I would not have try to get an unit to max lvl through 100+ turns of battles. a simple one liner saying it is one of the hardcoded limits would have told me what I needed. that big post actually made me thought he didn't want to tell me how :(
As Raz said it is possible to create an experience 9 unit but you must keep re-training and re-training. When you wittle your troops down to the say 10 9 chevron troops and you retrain them they dont lose their experience but simply the group average goes down. You then send this unit into battle and next time they have experience 9 you will proberably have 17 or 18. Re-train then wittle down to about 25 now. Re-train, fight 30 left. Re-train, fight 34 left. Re-train fight 37 left...
This will go on until you have a reet good unit.
