    nope, i think anyone can. it just has to be in the original roman provinces.

    I've heard the opposite, quite a lot actually. You shouldn't worry, just don't kill them off until around the 240s. I just got march of time at 251 B.C.E. in my 1.0 Pontos Campaign. So just wait a few decades.

    Yeah, I thought anyone could but I heard this a lot recently. I wouldn't risk.

    I used to think anyone could set them off, but had never seen it. Lusted recently said that only on the "roman" culture can trigger the vanilla Marian reform and if anyone knows the game engine it would be him.
