Thing is Messana wasn't until the start of the First Punic Wars, and only because the Oscan-speaking Mamertines expelled the Greek natives when they siezed Messana.
It was more a case that Rome and Carthage had agreed not to interfere in Messana.
Similarly later on in 226BC they agreed as to who would hold what in Spain.
