yea I read that in the other forum and was planning on restarting the campaign.
I found that if I moved the file to the desktop and then edited it, I could change and save the file. I hate windows vista
It might also be the text editor you're using. People recommend Notepad++ and other things to do the job, because Windows Notepad messes with the format.

Where is descr_strat.txt? I can't find in the Data folder. Also is there anyway to do it from the console? Changing the rebel spawn rate, and maybe giving free cities to some factions..
No, you cannot do it from the console.
Look in your \EB\Data\world\maps\campaign\imperial_campaign folder.

if I changed it from the file, will the change affect the current saved games? if not, will the saved games work?
I think it only affects new games, but I believe your old games still work
