I think that there are more than enough pirates to go around to have my fleets busy .. I really do not need other factions to start building fleets etc
But I have seen the egyptians and greeks to build ships .. the largest egyptian fleet I saw had about 7-8 units in it .. do not remember exactly cause it was in v1.0
