Some ask, but most moderators are conscripted based on recommendations from existing staff. It's usually based upon supply and demand - if somebody asks, is suitable and an extra pair of hands would be useful they're usually given the job. If sombody asks, regardless of suitability, and an extra pair of hands isn't needed, then the chances are a job will not be given. We AMs don't get too much input compared to the senior staff, but most of the time I at least agree with them anyway.
