    In an SS campain, as Leon, I gave the Pope a settlement. My rating with the Pope dropped from level 7 to 6! I reloaded. I tried not cashing in all of the improvements and got the same result. So I waited until the next turn and gave the Pope the settlement after selling all possible improvement and my rating went from 7 to 10. This is proof positive that the Pope really is a woman. I rest my case.
