I think it says in the rules somewhere that you can do it yourself, you don't need to be in the same province if you are familiar with the console, there are even instructions on how to switch titles by console in the how to be a Megas guide. This is assuming you have permission from the person to have that province, or if someone else currently holds your rightful title of course.
