OK so, serious answer, Kong mentioned this in the chat. If you're used to sleeping in peace and quiet, you just need to accept the fact that it's not going to happen anymore. Solution: white noise.
My entire family has slept with fans on since as far back as I can remember, now I can barely sleep unless there's one on around me to drown out noise. So pick something, fan, computer noise, AC unit, one of those white-noise generators, pick something and use that. It may not eliminate all outside noise, but it'll go a long way to drown it out.

Definitely. During spring/summer/fall, a fan does wonders. In the winter, use a humidifier (and not one of the low volume ones).

Exactly. I found the best combo for this is one of the high output humidifiers like you can get at Walgreens for $20, and put a good fan pointed upwards near the output so that it'll circulate the humidity. If you don't, then most of the mist will just condense outside the unit and soak your carpet. This really saves my nose and throat during winter.

Put a think blanket onto your window, and then take an aggshell foam mattress thingie and cut it to the dimension of your window, and put it in place. Then, you put a thick curtain on your side, and match up all tyhe results by placing a dresser in front of the window. Should keep out the noise, if you dont have a dresser, the rest should work.
EDIT:And, of course, you could match this up with the fan as usggested...
