Of course its entirely possible that not both the twins are affected and that either WH or Aries is the other Zemus zombie.

I would imagine if both Caius and QJC are town (QJC for sure at least), then the mafia must also have some extra lives to compete. WH's claim would thus make him a perfect mafioso with one extra life.
