    For governor titles, I look for decent acumen (3+) and maybe some dread. A good general with middling loyalty (3-4 range) can be a good choice as well. Some titles give dread, acumen, and command, I try to match the bonuses up with what I have.

    Supposedly, if you give titles to non-nobles, the overall loyalty of your noble generals will drop. Noble generals are the ones with the "Sir" (or other faction specific) prefix in the name. I'm not 100% sure on this though, and I don't know the actual penalty. It doesn't really matter early on in the game, it might become a bigger deal later. If you roleplay your empire, some people limit themselves to only giving titles to nobles.

    Government titles are assigned according to acumen. Especially the high-yield provinces (Flandern, Venice, Constantinople, etc) get governors with no less than a base of four acumen, usually increased by another title which gives such boni. In regions with a high "natural" unrest, like Scotland or Portugal, government goes to high-dread types. Military titles go to army leaders. It doesn´t matter which unit the man is the commander of, all that matters is that he´s got good basic skills in the respective job.

    Early on I tend to give titles to whoever has the best mix of high acumen and dread. Later on, however, I prefer to favour Knights and elite troops - providing they still have some acumen and skills. I like to think of the Duke of a province actually taking to the field when his king calls upon him once in a while. The land owners have to earn their titles, even if it means they'll be killed! Always seems a bit silly having a bunch of peasants running the most important settlements in the Kingdom. They should know their place and leave the governing to those of noble birth!

    Most of my titles go to Peasants accept for titles that give command stars, they always go to General units.
    What, you never seen a Polock in Viking Armor on a Camel?

    I follow roughly the same formula that professorspatula does. In the early parts of the campaign, I tend to bestow titles on whoever seems to have the best overall stats (acumen and dread being the two most important). As my kingdom/empire has expanded to a good size, however, I begin to restrict titles to nobility and/or commanders of "elite" units -- I view it as a reflection of my faction's social castes having become somewhat more rigid with time (and therefore only the "upper crust" is allowed to receive titles).

    As a matter of fact, I find that, with progression in the game, titels tend to go to the units of Royal Knights once their commander is either out of the line of succession or the original prince has died. For one reason or other, my royal family tends to build up good acumen, dread and command ratings.

    As the last four posts, except that I often give the titles for newly conquered rebellious provinces to a high dread, low/high piety general for a start, though once the province has calmed down, pacified with spies and happy buildings and been converted to my faction's religion I will usually strip him of his title, move him on to another rebellious province and give the title to a 4+ accumen general - if the province has a decent base farming income or trading potential.
