All you need to do is drag the title onto the unit which shows the chap you wish to elect. Happy governing!

Once the title is assigned, it can be removed by dragging an emissary over the general that bears it. The removal occurs the next turn (as with any other agent actions).

The title appears as a scroll chesspiece in the province on the campaign map. Once you have chosen a suitable general, pick up the piece (left-click-hold), drag it over the top of the general's piece (you may need to pull him out of an army stack), and release when the title piece lights up.
