I'm not familiar with the arcanums of the US federal system, and while your Constitution might (or might not) state that this decision should only be taken by federal states, in what way are they better-suited or more competent when it comes to school? Wouldn't it seem better to you that all american children have access to the same level of education? Apart from that, yes I agree that more school hours doesn't mean better education, in some cases. Once again, I'm not familiar with the US education system, can't really comment on this.
