everyone's "Allied Armies" minimod (link:https://forums.totalwar.org/vb/showthread.php?t=112813) enables Galatian Elites for every faction, so you can still play Averni (barbarian cities, barbarian interface,...) but you can recruit these guys:

And again, the mod makes (from left to right) Galatikoi Kleruchoi, Galatikoi Lavotuxri, Galatikoi Kuarothoroi and Galatikoi Tindanotae recruitable for every faction.
