The last time I was on my version of the game was 1.3.1 build 1121.1890
that may or my not have changed, as they don’t document each tweak they do.
Some of these only take a few seconds to install but you may notice some differences while playing.
Steam usually only covers the major changes.

Yes this is a double post but I just wanted to bring you attention to the fact that we do have a new build.
The new information on the start screen is:
v1.3.1 Build 1139.2308

and conceals from the stupid,
the vast limits of their knowledge.

Steam tends to cover every change I think. At least for Valve games.

I think they (Steam) cover all changes. Since the release, my Steam account displays 8 ETW update messages in total, the last one being for the hotfix released on July 1st.
Well, I logged onto Steam last night and saw a download and an update to ETW. Checking the update screen, I too saw the note that the last update was July 1. Maybe CA is only releasing notes for major updates? Nevertheless, a patch was applied yesterday, and the AI is behaving quite differently. Fire up a new game and see for yourself.
When I was on Steam last it said "ETW has just finished downloading", which means that the game was updated. Valve usually gives reports with their updates, but this is CA and they can approach it anyway they want.
