That's possible. I also think it no coincidence that the joke resurfaced when France refused to participate in the invasion of Iraq. The French have this thing about militarism, but their performance in the last 130 years was unimpressive to say the least. But the joke is wrong about the cause. On many occasions the French army fought like demons. It was their leadership that let them down.

that part has been letting the rank and file of France down since 1714; and as bad as 1940 was, the leadership in the SYW was just....well, here. Its just one plain disaster after the other. mind you, those articles were written by a person who has a good opinion of France's ability to fight (i.e. your's truly)

in fact, th only times the leadership was good to the men was IIRC druing the period 1588-1714, 1745-1748, and 1792-1812.
