Jack, my friend, I just wanted to let you know that when you say, "I'm going to approve the Kinsmen Heavy Cavalry since Hay gets that Persian Empire reform," it is actually true that you can recruit Kinsmen heavies before the reform. I've a high enough level factional MIC that lets me recruit them, and I have not done reforms yet.
