Also adding Ptoly and Saka rules and tweaking heavy cavalry for steppe factions down to 4 so they get only 1 more heavy horse than normal factions.
Other notable rule changes:
-Lonchrophoi = Heavy
-Baktrian Medium = Heavy
-Indo-Iranian Lights = Elite
-Hetairoi Aspidoi = Elite medium cav
