I don't exactley know how they work, but i presume it sends a message to all the applicable moderators, so if there is more than one, I just saw "spambot this thread and others in xxxx" or something.
But yes, a lowering of the delay would be nice.
If you see a spambot - you need only report one of the posts. There is no need to report all of the posts by the same bot.

I think it's linked to the normal flood. It's a pretty simple setting: one value for all. So, it affects search, posting, polling and so on. There was some subtle finetuning, but that was a customisation and is not activated (yet).
