Oxtraca in spain revolts and gets persian arhers

Just a queiry to why Oxtraca in spain revolted in my romani campaign and got hellenic spearmen and persian archers. Is this normal or is it my game?

Yeah this happens all the time, weird...
And only with OXtraca.

Is it the capital of the eleutheroi? If so, the game for some reason allows it to recruit every unit it wants.

Probably yes, I've seen German knights spawned when Alexandreia rebelled

Those Germans could have been skulking around anyway, Alexandreia is hardly in the middle of nowhere.

I mean I have imperial knights spawned when Alexadreia rebelled from me (Russians), they are actually Egypt's

That about sums up the AI. Any unit it wants and it prefers Pantodapoi
