    Default Oxtraca in spain revolts and gets persian arhers

    Just a queiry to why Oxtraca in spain revolted in my romani campaign and got hellenic spearmen and persian archers. Is this normal or is it my game?

    Is it the capital of the eleutheroi? If so, the game for some reason allows it to recruit every unit it wants.

    I think it starts out that way, but the A.I. will move its capital to a central position in its empire.

    Blast it, the A.I. is finally doing something clever, yet we still manage to find fault with it.
