Sorry, ima nOOb to these forums.
MIC means Military-Industrial Complex, it's the equivalent of the RTW barracks, stables, and range all combined for EB. There are two lines of MIC's, regional (in which you recruit local troops) and factional (in which you recruit factional troops). Don't worry about not knowing what it means, everyone goes through that phase with EB, there's too many new and exciting things.

Exciting? EB...exciting? Get out of here Stu! EB ain't exciting. It's boring! Only reason I play is cause...cause...heck, why do I even play???!!!
Spartan I'm as much noobcake as you are. On a more serious note, I used to think Native MIC meant the same as Regional (I guess I was thinking "Native American"). Regional is the true "native" MIC, in that you recruit local natives. I think this is an issue because when you open Recruitment Viewer I think it shows two options: Regional MIC and Native MIC. In that case, Native MIC is what Stu refers to as the Factional MIC (factional troops).

Yeah, I was always confused about the term native MIC too, so I've never used it because I was never sure what it meant

I don't want to sound hostile, but it is simply in the FAQ. Along with other questions you might have.
But yea, I find native MIC confusing too. When I think about native barracks, I think about barracks where I can recruit the natives. So I mostly refer to them as factional and regional myself.
