Well it's simple... Click on an army led by a Family member, click the bulding button, in the low right corner i think - you can choose to build a fort or a watchtower

And as an added bonus, they are free in EB, though watchtowers are not

Yeah it's definitely true, free forts can save your butt as Pontos in the early game. If you place some strategically before you go into debt (with one panda in each) then the AS can never launch surprise sieges on your capital (and if you do it right, Ankyra as well) because they will attack the forts first.
As Cute Wolf said, it's not the battle map value of them but the strategic map value. Even with only one unit of them in a fort you create a diversion for the AS to screw around with instead of besieging your capital. With a whole stack of them, as Cute Wolf mentioned, you can prevent them from attacking from that direction entirely unless they bring a full stack of their own. The AI doesn't seem to distinguish the quality of troops in a stack when deciding whether they have the advantage to attack, just the number.

Speaking of watchtowers, is anyone else annoyed by the fact that they cannot be destroyed? I'm sure there is a command to remove them or something i do not know of, but i can't count the number of times i wanted to build a fort in a nice strategic position, only to be denied by an invincible watchtower occupying that space on the grid.

I would start with a sledgehammer, a wood saw, and some other cutting/breaking tools. I would also make sure to have motivation because you need to follow through and commit to it. Believe in your task and keep going and going. That watchtower will be rubble before you know it.
