When I read the title of this thread, "I don't understand governments...", I felt a sudden rush of sympathy, because I too sometimes feel bewildered. What really does go on behind those closed doors? Anyway, here's a very useful read on governments and other buildings in EB:

    1. Homeland
    2. Expansion
    3. Outlying Region
    4. Allied State

    Except for KH:
    1. Sparta
    2. City State (homeland)
    3. Tyranny
    4. Alled region

    1. lets you build lvl 5 factional MIC
    4. lets you build lvl 5 regional MIC

2 and 3 are in between.

Read the detailed section near the bottom of the page. It explains what they are for. You don't 'use' them per se, rather choose the right one for the right purpose. Want factional units at or near your homeland? choose Gov't 1 or 2. Want regional units local to outlying or allied regions? choose Gov't 3 or 4.

Type 3 is enough for legionaries. Gallic and hispanic auxiliary cavalry need lvl 2 (something I don't really understand).
Except for some regions (with very good regional troops) I prefer to build the lowest gov type to fully develop the city and gain the highest amount of money from it, but that's only for non-roleplaying. Most cost-effective regionals don't need more then a lvl 3 MIC and thats available with lvl 2 gov for most factions.
