Back in RTW Myrddraal developed a script that allowed any number of players to play a PBEM campaign (Play By E-mail Multiplayer) where you would basically run the script, play your turn, end turn, and email the save file to the next player who would resume the game and play their (separate) faction. The only draw back was that if you were not the 'active' player (the one who had taken their turn most recently) then if you got attacked by the AI then the game would treat that fight as if it was AI vs AI.

In Empire Total War they released a Multiplayer Campaign Beta which allowed two players to go head-to-head in a grand campaign. There were several options such as all battles being automatically resolved or setting it up so that your opponent (when he wasn't playing his turn) would control all the AI armies in the battles you fought.

I believe that in Napoleon Total War they put more work into it. I have no clue whether it is finished yet (because I do not own Napoleon yet) but correct me if I'm wrong, but I've heard its improved from Empire's Beta
