Why be tactful? Noise pollution is a vastly underrated crime.

Since there is no company policy you must resort to creativity. Here is some inspiration to get you started:

"Hi, your radio plays too loud. Can you turn down the volume, please?"
What does he play on the radio? Music, talk, rap, country, western?

Wait for him and swear to God in heaven that if he plays that garbage too loud again you will cave his head in with a sledgehammer.

Ha! Little Freudian slip there, providing us with a nice insight into your mind.
'Does he play music, or rap / country'?
Sing along and dance a modest jig. Perhaps he will become uncomfortable and stop playing the music all together! :D

Get the rest of the office to sing together with you. Especially with the following songs:
I will always love you by Whitney Houson
My heart will go on by Celine Dion
Bed of roses by John Bon Jovi
...
Singing these songs with more than 2 people practically ensures that at least one sings (slightly) off tone. Besides those are horrible songs.
