Age is a poor surrogate marker for sexual development (which is both physical and mental). There are probably some 13 year olds who are "ready" (albeit few in number) there are equally some well in to their 20's who are not "ready".

The person in these pictures appears physically developed, although as has been commented on by others is rather on the "human barbie doll" territory. Mentally - who knows? And more to the point, what standards should we adhere to, and who should test them?

Should a 17 year old be allowed to have three 17 year olds at the same time and we all say "good for her" and if so what age does this become "wrong"?

I think that by setting artificial boundaries merely adds further pressure on to what can be quite a delicate group of individuals.
