Let's attack this logically.

The document states it is not for distribution to org patrons.
We all know that staff members at the org are also org patrons. So logically that document includes them.
Also people inside the Guild refer to ourselves as Orgahs.

Therefore this is a document from outside is these forums and by another sites admins. Well at least some of the content may be... I don't know anyone who would have parchment like that. So nice job on the picture.
