Haven't played in years so I don't know the current lists. The economical choice is probably Chaos, more points per model means less cash spent and less time painting. If you have nothing but time on your hands, take goblins/orcs or skaven. Painting an army for either of those will keep you off the streets for months.

Fantasy eh? First thing I recomend: check your "Friendly local gaming store" to see how strong a Fantasy community you have there; nothing is more saddening to have no one to play with... and to waste a sizeable portion of money.
From a competive point of view Chaos & The Empire are your best candidates. I'd personally sway towards Empire as I'm an IG player.
I strongly recomend you purchase non-GW stuff when you can, this also breeds a sizeable amount of character into your army: My IG force uses a huge amount of Warlord Games Landwehr as typical platoon infantry.

I would heavily recomended looking at Perry miniatures as well! Note these companies tend to use real scale rather than heroic scale, so your guys may look a tad smaller. Warlord games stuff seems to be pretty close to heroic with its sculpting. This isn't that great a problem as most of the time you may be pitted againstskinksLizardmen, Demons and other Non-human fiends.
And as MRD said; yes this is a time consuming habbit, and a money consuming when your not watching carefully.
