I could not for quite a while, as it took a long time to build up a province to the level required for a port to be built ( and even longer before ships became available ). The English certainly could DO with starting with ships....
According to the startpos files, the English get a Caravel based in Wessex in High, and Caravels based in Wessex and Northumbria in Late, but no ships in Early.
