4. Puppet Government advised by Military Governor
5. Continue institutional development
6. Move toward self governance
7. Transition to self security force control
8. Leave
9. Act as "aloof by reliable" big brother

Whole process would take 25-40 years, with phase 4 beginning no sooner than 5 years in and phase 6 no sooner than 10 years in.
