    sorry if asked before, but if i search for & occupy every rebel settlement then would that in theory stop those damn rebels from poppin up every turn!
    finances are bad enough to manage without rebels plundering me little trade wagons.

    No.

    Go to hard drive:\Program Files\Activision\Rome - Total War\Data and descr_rebel_factions.txt, which will show that rebels like Judaeans, Marcomanni and Nabataeans and the non region revolters like gladiator_uprising have high rates of 'chance,' 6, 3 and 100 respectively (surely that number is calculated differently), which roughly means a higher chance of revolt. Rule cities like that harshly with the highest taxes possible and as few farm upgrades as possible (Jerusalem can as profitable as it is troublesome) and things will be easier. Base revolt rates are not the sum total of it, but managing it one of the ways to enjoyable militaristic tyranny over the millions of pixellated people.

    Rebel frequency seems to be a combination of overall province happiness and the actual province. Some provinces are just more likely to have rebels than others, these are shown in the file mentioned by Patricius.
