Something of a vicious circle, isn't it?There's an interesting side-question that comes off of this whole topic, though it might be better suited for another thread. Where do we draw the line between the legitimate need for secrecy and the legitimate need for transparency? Is it even possible for those who are in the dark to properly determine this?
