Ummmm the Org does allow custom avatars. You just have to clear them through the staff, and possibly fellow-forum goers as well. I have one at the moment. If you want to be able to see it you have to go to the User CP and turn on Url avatars. I don't exactly remember how you get a new avatar into the system for public or private use, but I'm sure the mods can fill you in on that either here or in the watchtower.

You have to go into the user Cp as I said and I believe must activate Url avatars. I'm not sure exactly where the box is but after some searching you'll find it. If you look into my user-profile you may also be able to see it somewhere in there.
