My idea still stands, though it needs a lot of work still. I intend to host a smaller, simpler version to see how workable the concept is. Is 12 players a strict limit, or could I also host one if it's around 16 players?

No, 12 is the upper limit. Otherwise the line becomes too blurred. 12 player games should only take around a week.
