Barbarian !

It's Latin.

It means:

"And therefore I believe that Carthage must be destroyed".

A quote by Marcus Porcius Cato (234-149 BC)

He was a Roman senator obsessed with the possible threat by Carthage. He always ended his speeches with this same sentence ("Ceterum censeo Carthaginem esse delendam"), whether he was talking about tax policies, agriculture, the sewers, ...

He was convinced that repeating his point of view over and over again would make it a fact to those who disagreed with him. In the end it worked, and Rome imposed an impossible ultimatum upon Carthage. Off course, Carthage "violated" the "treaty" and thus the third Punic War began which lead to the destruction of Carthage.
