He was convinced that repeating his point of view over and over again would make it a fact to those who disagreed with him. In the end it worked, and Rome imposed an impossible ultimatum upon Carthage. Off course, Carthage "violated" the "treaty" and thus the third Punic War began which lead to the destruction of Carthage.
