I assume you're playing M2TW.

Send one of your diplomats to an enemy settlement/army or diplomat.

If you enter negotations, you'll see under the scroll, before you make your offer a short message: "very demanding", "demanding", "balanced", "generous" or "very generous".

If it states "very demanding" or "demanding", you'll have to offer something more then just a ceasefire: try adding trade rights and/or map information and/or money and/or tribute until the offer becomes "balanced"... You'll get their answer and then you can start to haggle.

Allthoug, if the price is too high to get a ceasefire, beat the enemy a few times more in battle, put a large army near one of their cities, cause some rebellion by putting spies in their settlements, ... in short: take a few steps towards victory and try to negotiate again: if you're more powerfull then the enemy it'll go easier.

If it still doesn't work out then just eliminate them

When you play on the higher difficulties it becomes more difficult to negotiate a ceasefire.
