The player who is Emperor gets bonus votes differently, being equal to his authority.

Commentary from Prinz Henry:Father, I believe roads are essential for our armies to move rapidly across our large Empire. Farming will give us the population growth we need to obtain a fortress, allowing the training of key troops such as dismounted knights. Churches I build to honour my Lord. A castle is necessary, but - unlike a fortress - can be delayed somewhat as it does not immediately give us access to any particularly valuable troops types. Our cities can provide basic infantry and our castles can already provide horse and archers. Innsbruck is slightly better suited to training superior spearmen than Staufen, so I have not commissioned the construction of barracks.

Notes on rules regarding build queues

Governors can submit build queues for the next 10 turns (or the next session of the Imperial Diet, if closer). If the Chancellor builds any buildings in the settlement, they must be in the order of the build queues.

A governor can be dismissed by Chancellor - or can cease to govern by leaving their settlement - but their build queue still holds until the next session of the Imperial Diet.

Governors can amend their build queues - e.g. after consultation with the Chancellor - provided they notify (PM) the Chancellor. Ammendments take effect when the Chancellor receives the PM (ie if the Chancellor has played on past a given date, he can't be made to replay those turns).

Governors can use their settlement's building browser to find plan their build queues (e.g. build times are given in top right corner, next to small blue egg-timer).

Governor build queues relate only to buildings. Recruitment of troops and agents is at the Chancellor's perogative by default, although it would be a suitable topic for Edicts.

Nuremburg is the trade hub of Bavaria, and as such it must concentrate as much as possible on generating revenue. Bavaria's future acquisitions are likely to be high in Castle regions. If we are to fund the expansion of these areas, we must have income from Nuremburg.

Mein Kaiser: Dirt roads are needed for quicker transport of armies.

The only melee infantry we can build at this time is peasants. First we will build a Leather Tanner, so any eligible units recruited will start with an armor upgrade. Then with Garrison Quarters we can produce Sergeant Spearmen equipped with padded armor, superior to their militia brethren and most certainly to peasants. Innsbruck is the closest castle to our Italian holdings, and you may be in need of reinforcements.

Land Clearance is needed to keep the castle fed and growing. A Small Chapel will be built so that you may be in our prayers, Kaiser. Finally, near the end of your term as Chancellor, Innsbruck shall begin it's conversion to a stone Castle. If you have any concerns, Kaiser, please send a messenger.

EDIT: Lucjan might have a point about farms. I've switched things around a bit sacrificing initial growth for better spearman, and the total is slightly cheaper.

Submitting for the Kaiser's review, I have prepared the following construction queue for the capital, Frankfurt.

Frankfurt, being the Capital city of our great empire, should set an example for all as to what it means to be a German. It should be an example of what it means to be a loyal subject to the laws and judgements of our great Empire, and to do ones service to the Empire in the militia with pride. For that purpose, the establishment of a Town Guard Barracks should be the first thing constructed.

The establishment of this facility will allow us to employ more, better drilled militia for the defense of the city. Better defense means better policing, and better solidarity of lawfulness and safety in the city. This will allow us to increase traffic in the city safely, while still maintaining public order and bringing in money from trade at the same time. Upgrading our small grain exchange to a Market should accomplish this task sufficiently.

To counteract the potential growth in traffic and the trouble makers that will inevitably come with such action, we must better outfit our militia, and a leather tanner will be able to provide them with the panoply they require to be better suited as a city wide defense force as well as a little bit more than simple cavalry and arrow fodder in the field.

All this growth will of course require a better way to provide for the city's grain stores and feed our growing population. Clearing out some forested land or draining some local marshes to provide for more farmland will help in this respect.

(OOC - Be careful how quickly you go for those farm updates, they don't bring in enough money early enough to merit the big boost they give to M2's already huge population growth percentages, especially since recruitment no longer lowers city population. If we go too fast for the farmland updates we may find ourselves picking and choosing which cities get the highly expensive public order/happiness buildings and falling short in our abilities to advance in other fields because our population is growing faster than our coffers can support. "Syracuse" from WotS anyone? Population was almost completely uncontrollable without very low taxes and a larger garrison than our other old cities, and our expansion elsewhere didn't allow for the multiple 1000's of denarii it required to build the enormous walls it would need to improve its public order.)

Imperial Army Reports

Wolfgang Hummel and 3 units of dismounted Knights and 2 catapaults, has moved not far from Adana, where a large army is being trained for Wolfgang, so he can take the settlement of Iconicum.

The army in Corisca, the one led by Lothar Steffen, was evacuated due to problems from before Chancellor. The witch Danne was not killed/Captured, so the army was evacuated. Two priests are being trained in Rome and Florence for purposes.

The Army in Sardina though, the one led by Jens von Kassel, has not evacuaeted, but is not moving towards the Milanese Settlement yet.

Hans has started to travel back to Sofia, for training and personal reasons.

The European Imperial Army, led by Kaiser Jobst, has moved out of Danish Territory and is not far from Frankfurt, where a Large French Army is camping. Siegfred has joined the EIA Army for training.

The Expedition Army, set for Moscow, is currently being trained. It should only be a few years, and the Expedition shall move off. 3 Priests are also moving towards Thorn.

A Imperial Fleet has engaged and defeated a Russian Fleet. A small fleet is heading towards Bologna to pick up Matthias Steffen, where it will head to the Kingdom of Outremer.

Enemy Army Reports

There are several large armies near Thorn, a large Polish Army, smaller Polish armies, a very large Russian Army is approaching from the East, a problem which Count Ansehelm may encounter on his Crusade.

There is a large Danish army, just past our Northern Borders, it is threatening Hamburg. Though several English Armies have just sieged Antwerp.

There is a Very large French and Danish Army heading towards Frankfurt, which the EIA is defending.


The Portuguese are besiegeing Caen.

Duke Arnold is beseieged in his Fort in the Budapest Region (Rebels) Sigismund von Mahren is nearby.

Several battles have been fought between Byzantine and Turkish armies on the border of the Adana Province.

A large Russian Fleet is off the coast of Ragusa.


News on Cities

Inverness and Edinburgh were sold to the English for 2580 Florins. A meagre price, but that’s what the edict said, the highest price. We now have a VERY large problem of what to do with the Imperial Armies stranded in English lands. I am training a fleet of Imperial Ships to pick up the soldiers, to make sure we don’t damage relations.

Other

Lyse von Salza has come of age, and is looking for a suitable husband.

We have two gifted Merchants on the North Coast of Denmark, separately EACH of them are earning 211 florins of money.

Imperial Army Report

Matthias Steffen has started to head towards Sofia, where he will meet up with Hans army and they will travel to the Holy Land, together.

The Commanders and Garrison of Thorn have sallied forth and defeated the Polish Army.

The Russian Crusade army is massing near Madgeburg, It is nearly ready.

Several small Polish armies have twisted past our defences and are near Stettin.

The Polish near Thorn have blocked both bridges with Regiments, Ansehelms wish of moving to the CR army can not be done.



There is a Turkish army in the Adana Region, the Iconicum Offensive Army is ready to go.

Jan von Hamburg has joined King Salier’s army, which is retreating from the face of a Mongol Horde, after the last Chancellors ideas.

Successful! We have killed the cursed Witch Dannae! The Island offensives may continue!

Enemy Army Movements

A very large French Army, which was heading towards Hamburg, has gone west, and is heading towards Paris, men shall be trained as they are elite soldiers.

A large Russian Army is heading towards Thorn.

A medium Danish Army is Westwards to Hamburg.

From the looks of it, the Venetians are now on land.

A medium English Army is camping near Paris!

Caen has resisted the Portugals efforts.

No Construction was completed, but several buildings have started construction in Venice, Zagreb and Damascus.

Move Peter and his retinue south as Elberhard's army moves north, leaving a Gothic Knight regiment behind for Lothar. When Peter and the army are united, move to Swabia and attack any French armies - do not besiege any cities. This shall be a mobile force.

Ok, I won a close victory - The Emperor's Army is quite weakened (too much bloody missile cav), but that's ok because I am getting Elberhard's in a turn or two.

I moved all of Elberhard's army except the regiment of Gothic Knights and the Bombard from Bologna and lowered the taxes to prevent riot.

Good to have you back in the saddle Chancellor Arnold! One small matter, there are a few rebels blocking the trade lanes north of Frankfurt. I could ride south from Arhus and be in position to deal with them in the next campaigning season. I don't believe I could reach them this year.

God has granted you succor from your hideous illness. I pray he does the same for all of us.

It good to be back Fritz!!

We do seem a little disjointed at the moment. The Kaiser is within striking distance of that rebel force and I was thinking of asking him to take care of it. However I assume he is going to want to mak all haste towards his Army commanded by Hugo de Cervole. BUT, it would be far better if Hugo de Cervole headed back down and across the face of the Alps through Milan towards Swabia. This way he would block an approaching French force, destroy it and then continue on.

If they chose to do this Fritz then I would then ask you to do as you have suggest. I will wait for word from Hugo de Cervole and the Kaiser before taking any action though.

Exactly what I had in mind if you will allow it, Chancellor,

I intended to go west from Innsbruck and then south of Bern in the Alpine valley there. this would allow me to go north towards Bern and Dijon or South towards Genoa and Milan depending on where that French army is heading...

Furthermore, once I have cleared Innsbruck, I require authorization to recruit the merc ribault asked for by Count Ruppel and send it towards Bern on the most direct route.

My lord, it has just occurred to me that we could be using spies to stifle the Poles. By placing our agents in Breslau and Krakow and instructing them to forment unrest, we can force the Poles to station more of their forces within the settlements in order to avod riot and rebellion.

OOC: By the way, does the plague just go away when you have a general and an army inside a settlement?

Reims is now a city of the Reich and 16600 florins have been gained from looting it...

Only 4 of my retainers died.

I requested a unit of town guard from Metz to hold the walls at Reims.

I am now marching on Caen to continue wreaking havoc behind French lines.

Our spy Michel Merowinger is still in Reims but I would ask to have sent west with him in order to mount an assault on Caen.

I would also request the recruitment of any mercenary unit available in the area for that matter.

It is done. Prague is back with the Reich. Unfortunately the Poles displayed their characteristic brutallity on my fair city; the population has been reduced by almost three quarters and every building inside the city has been destroyed or downgraded. I ask that the Chancellor allocate funds repairs and reconstruction. To that end I propoe the following build queue which, if implemented along with all due repairs, will cost the Reich approximately six thousand florins.

I also request that equip the Nuremburg Militia with Light Mail from Prague, as well as train three additional companies of Spear Militia at Nuremburg and Breslau each. I predict that the remaining Polish army in the area will besiege Prague as soon as possible, and if I havethose reinforcements I am confident I can hold the city and crush them. It would also allow additional troops to be transfered to Prince Dieter's command, should such an action be warranted.

Incidentally, Prague will only accept the Teutonic Knights for it's resident guild house.

I would still like to hear a plan of action from Duke Dieter regarding the siege of Madgeburg. If you would prefer to wait on the bridge and command a defense that can be arranged, but my preference would be for you to command a sally and get your army moving eastward. As it stands now I'd like Duke Dieter to head east against the Poles and Prinz Dieter will have the chance to at least see his County before marching to battle against the Russians.
