plague bearing characters (for example governours) reintroduce it.
Does a character have a change to get better? Or should I
proceed to suicide evryone who's got the rat icon?

They just take longer to cure. But they won't infect people in the city after a while even if they still bear the plague so just don't move em around.

Actually you should move em around a lot. Think plague as a bless rather than curse. For example If you have spies in city, just send those to spread the plague in enemies lands. I was able to plague whole kingdom of HRE one time. Unfortunately even with 1 unit garrisons and lots of diseased spies they didn't revolt. :/

Just remember to not move you diseased spy onto your main army and have all of your good units slowly die off from the plague
