They killed Rocky because he might have rabies? Sounds like a bunch of Bullwinkle to me. Everyone "knows" rabid squirrels always take planes to fly south for the winter - hibernating is for the birds.

This further confirms my theory that squirrels are agents of Satan. I first became suspicious when I read that they murdered a dog in Russia and ate him (no kidding)
