I checked it the classic way (add_money plus process_cq), and no, the Hai don't get to recruit Nakhararakharakhararakhakan Aspets in Armavir even with a top-level MIC (the one whose description incidentally talks about the fellows). Which a layman would guess is an oversight until proven different.
You can recruit Nakhararakharakharakharakan Tiknapah - the royal foot guard dudes - there, however, so it's a fairly simple matter to open up export_descr_buildings, search for "eastern infantry nakhararakan tiknapah", copy the (two) entries and do a simple name swap ("eastern cavalry nakhararakan aspet" is the specific syntax). Tried that (the classic way), and it seems to work.
