I don't notice any difference in troop movement when it's raining. Fog doesn't seem to affect missile units either, they still fire at their normal range even if the enemy is not visible.

Night has no effect except on the generals' command ability.
Rain, fog, snow have effects on archer accuracy. Crossbows and siege engines don't care about fog or rain or snow.

Not sure about this one but I heard that Snow and rain causes your units to move slower.

Some units also get bonuses in snow still, I believe.

I remember a thread about missiles being less accurate in night battles, but fire arrows had he same accuracy...

From own experience there is no such difference. Realistically this would make sense too. This means that normal missiles are still better because you get to fire them quicker and slightly higher accuracy.
If you want though, you certainly can try and test in a custom game and check how many kills you get per volley on average.

IMHO, the fog really heavily impacts the human player seeing as they cant see things on as big as a scale as normally limiting their knowledge regarding what is happening in the battle

Okay, I had a battle as the Russians, against the danes. I was sallying with 4 units of kazaks against the danish army which were made up of raiders, militia and 2,5 units of peasant archers. It was raining heavily, with fog.
My kazaks stood immobile and loosened every arrow they had, in tight formation aimed at different units. They killed as follows:
1. unit: 13 inflicted, 2 suffered
2. unit: 10 inflicted, 0 suffered
3. unit: 12 inflicted, 1 suffered
4. unit: 15 inflicted, 3 suffered
Now, this is extremely low considering that the enemy were infantry packed tight together. They should at least have inflicted 2-3 times as many casualties. They suffered extremely little too, even though they only had one unit firing at them, and it was moving around sometimes(I whacked the other with my general). I'm using the shield fix, so the armour is the same at all angles.
So it seems that you do in fact suffer in the rain.

I'm not sure, yet I would think, based upon my experiences of R:TW and BI, I haven't got M2:TW, sorry, that certain Eastern bows would have an attack penalty in rain as their bows fall apart in the water due to their manufacturing process, yet, I, sadly, can't be sure. Sorry.

As I said, any bow (not crossbow) suffers during rain.
