Could someone tell me what I need in terms of structures to be able to recruit these guys playing the Turks? I'm at a loss!

Barracks of 2nd or highest level of a city.

You know you can enter the buildings list through the page on the settlement. If you have the manual, you can just look up how to find it. Right click or left I dont remember on each building and it will have a short description on what the buildings is as well as its affects and whether you can recruit troops through it

Oh really? I have but scanned the manual only. I'll take a closer look as I have noticed I have the most advanced barracks yet still couldn't see the Jannisery Archer guys.

The most advanced barracks for a castle won't do it as I said.
If you had built army barracks or royal armoury in a huge city, you will definitely see them and they do not require gunpowder discovery.
