What are they? Where can I find them?
They are modifications to the game and some are very rewarding.

Modifications are things which change the game files. They can be big changes, known as a Total Conversion Modifications, which usually change unit graphics, add new units, features and almost completely change the gameplay, sometimes making the game almost un-recognisable. They can also be small changes, know as Mini-Modifications which change a small aspect of the game such as unit statistics or the diplomatic stance of factions at the games start.
The almighty modifications of the .org can be found in the M2:TW Mods in Development Forum, The Great M2:TW Hosted Modification Forums, The R:TW Forge, The Greater R:TW Hosted Modification Forums, The M:TW Modification Forums and the M:TW Hosted Modification Forums. However, please bear in mind that, some modifications are yet to be released.

As Omanes has said, "mods" generally refer to when an enthusiastic player (such as you or me) makes changes to the standard game. Sometimes players create mods for just their own use, and other times they release them for consumption by the general public. Just follow the links in Omanes' post, and you'll find all the mods that are available for download and installation.
Also, as our lord and master Mithrandir indicated (albeit in his own demented way), "mods" is occasionally a reference to us moderators. Usually, however, people will just say "moderator" in that case, so as to avoid confusing everyone.

Mods are short for Modification or Moderator. A modification is when they alter the games aspecs. And a moderator is another human that bans other people and censure some words.
