Let it be known that I've played Rome: Total War along with the modification Europa Barbarorum on none other than Windows 7 Home Premium 64-BIT!!!! Edition. It can't get any worse that that, can it? Wrong. It worked flawlessly; heck, I almost thought it performed better than on any other system! A factor? No. David, IDK what's wrong in your case.
