I don't think so. Don't forget his family owns (privately mind you) more land in Great Britian than anyone else. They make cash money hand over fist without the government getting involved. Buckingham and Blamoral are private property and the fees charged to get a tour go directly into the royals pocket.

But where does it go to ?

Most countries only pay for the King/Queen, some for the first heir. Harry is neither, he is unlikely to ever become king, why should he be denied his freedom ?

The money that the Royal Family get from the Civil List is money for Official Engagements in any case, not attending nightclubs and such. The money the Royal Family give back from taxes on private income and from the Crown Estates greatly exceeds the Civil List in any case.

There's no such thing, as far as I am aware. It's media-speak for the Civil List, which is an arrangement between Parliament and the monarch (and certain members of the Royal Family) whereby an annual grant is paid for upkeep. This comes out of general revenues.

The monarch handed over the rather lucrative Crown Estates revenues to Parliament in return for this grant. I suspect the latter gets more money in from these than it pays out - or rather, it certainly should do if stewarded correctly.

The Prince of Wales is also the Duke of Cornwall, and this estate remains in his hands. Charles therefore does not receive the Civil List grant, but stewards his own resources.

I'm not a tax expert for the British system, but I can't recall any hypothecated taxes let alone a royal tax. (Perhaps some local council tax is allegedly so allocated).
