You can use toggle_fow to see if you missed a province, but since you said there are no black areas in your map... This game has no closure, I'm guessing you went past the turn limit as well. It just says 'turns remaining 0' but the turns keep going and going... There's no point in conquering everything.

Have you taken Rome from the Papal States? For the HRE, Rome is the required city, not Jerusalem or Constantinople.

Edit: Oops, you've got Rome. . .I guess toggle_fow and see if there's anything not black and yellow.

You get the message when you meet the victory conditions. There's no lesser victory like in MTW
