Maybe he prefers the nice cushy lifestyle of the white man? As opposed to the general lifestyle of most African Americans, which is hardly the most desirable kind of lifestyle.

Heck, more than implying all black politicians should live in the ghetto, he's implying the black population should have no diversity. No richer, no poorer, no more educated, no less educated, no more liberal, no more conservative . . . just one monolithic sameness that is 'blackness.'

I figure he just needed a suitable slogan. There's a sort of nationalist whiff to it, which obviously gets pretty complex pretty fast if you start thinking about it... which is probably why it's handed out as a populist denounciation of an unclear "us and them" form.
